Resumen
Esta tesis es una investigación que aborda como tema la autonomía en la política
exterior del Estado Plurinacional de Bolivia y su nueva configuración desde la
perspectiva del componente identitario y cultural. La elección del tema está sustentada
en la importancia de comenzar a analizar los procesos sociales internos y las fuerzas
inmateriales que hacen a la construcción estatal para poder interpretar y describir el
diseño e implementación de la política exterior del mismo. Siguiendo esta idea, la
investigación se centra en el Estado plurinacional de Bolivia como caso de estudio,
específicamente en los cambios suscitados en su política exterior en un período de
tiempo que abarca desde el año 2006 hasta el año 2014, período en el cual los
movimientos sociales de los pueblos originarios adquieren un lugar de poder, por medio
de una revolución democrática cultural, que transformó las estructuras estatales del país
andino.
Es así que esta investigación analiza la política exterior en relación a la identidad de los
pueblos originarios, razón por la cual se adopta un enfoque teórico-metodológico
enmarcando dentro de un planteo constructivista, en donde son preponderantes la
historicidad, la identidad y principalmente las ideas, como factor de poder y cambio en
las relaciones internacionales.
En función de lo descripto, el objetivo general que guiará la investigación es: analizar
cómo los procesos identitarios de origen étnico repercutieron en el diseño de la política
exterior del Estado plurinacional de Bolivia y si tal repercusión hizo que la misma
incremente su autonomía en términos relativos. Por su parte, los objetivos específicos
de la tesis buscan describir las principales ideas fuerza, que constituyen el núcleo de la
cosmovisión de los grupos étnicos (Quechuas, Aymaras, Chiquitanos, Guaraníes, Moxeños)
que conviven en Bolivia; identificarlas organizaciones sociales con mayor participación
política (definidas desde el componente étnico) y caracterizar las formas de acción
colectiva por medio de las cuales dichas organizaciones presentan sus demandas hacia
el Estado Boliviano; determinar cuáles son los componentes identitarios propios de la
cosmovisión andino-amazónica que se incorporaron en el diseño de la política exterior
boliviana; evaluar los márgenes de autonomía en sus acciones de política exterior en
relación a los Estados Unidos, a UNASUR y el MERCOSUR.
This tesis is a research that addresses the topic of autonomy in the foreign policy of the Plurinational State of Bolivia and its new configuration from the perspective of the identity and cultural component. The choice of the topic is based on the importance of beginning to analyze the internal social processes and the inmaterial forces that make up the state construction in order to interpret and describe the design and implementation of its foreign policy. Following this idea, there search focuses on the Plurinational State of Bolivia as a case study, specifically on the changes that occurred in its foreign policy in a period of time that spans from 2006 to 2014, a period in which the social movements of the indigenous peoples acquired a place of power, through a cultural democratic revolution, which transformed the state structures of the Andean country. This research thusanalyzes foreign policy in relation to the identity of indigenous peoples, which is why a theoretical- methodological approach is adopted within a constructivist approach, where historicity, identity and mainly ideas are predominant, as a factor of power and change in international relations. Based on what has been described, the general objective that will guide there search is: to analyze how identity processes of ethnic origin impacted the design of the foreign policy of the Plurinational State of Bolivia and if such impact caused it to increase its autonomy in relative terms. For its part, the specific objectives of the tesis seek to describe the main driving ideas, which constitute the core of the worldview of the ethnic groups (Quechuas, Aymaras, Chiquitanos, Guaraníes, Moxeños), that live together in Bolivia; to identify the social organizations with the greatest political participation (defined from the ethnic component) and to characterize the forms of collective action through which these organizations present their demands to the Bolivian State; To determine the identity components of the Andean Amazonian world view that were in corporated in to the design of Bolivian foreign policy; to evaluate the margins of autonomy in its foreign policy actions in relation to the United States, UNASUR and MERCOSUR.
