| dc.description.abstract | El trabajo analiza la política exterior de Argentina hacia el Sudeste de Asia durante los gobiernos de Cristina Fernández (2007-2015) y Mauricio Macri (2015-2019), para los casos de Filipinas, Indonesia, Malasia, Tailandia, Vietnam y Singapur. Se consideraron condicionantes externos e internos que tornaron atractiva la inserción en economías en desarrollo de Asia Oriental, bajo un eje de diversificación hacia socios no tradicionales. Se contempló la incidencia del crecimiento en la dimensión económica-comercial de las relaciones como disparador del impulso y como criterio orientador de la política externa. La implementación de las acciones en sus dimensiones política-diplomática y económica-comercial consideró contenidos, intensidad y destinatarios, así como los ajustes y los cambios suscitados en cada gestión. Estos factores explicaron la configuración del impulso hacia el Sudeste de Asia. Aunque no permanecieron invariables, mantuvieron su atractivo para la inserción argentina durante el periodo analizado. Los cambios de gobierno y las mayores restricciones económicas no acarrearon una resignación de la diversificación de socios como eje político. Empero, pasó de articularse con una agenda de inserción crítica y multitemática a una intensificación de sus matices económicos. La política exterior hacia la región se caracterizó como un “impulso” por la proliferación de acciones desarticuladas de alto nivel, con alto grado de iniciativa propia de funcionarios medios, guiadas por un criterio económico. Sin embargo, se argumenta que existieron continuidades en niveles bajos y contigüidades en niveles altos de la política exterior que sobrevivieron al cambio de gobierno y permiten hablar de un incipiente proceso de policy building. La investigación propone un estudio de caso único, a partir de una metodología cualitativa que recurre a un análisis documental exhaustivo y entrevistas a informantes clave. El andamiaje teórico recoge los aportes de las escuelas latinoamericanas de relaciones internacionales y conceptos asociados al análisis de la política exterior argentina. | |
| dc.description.abstract | This paper analyses Argentina's foreign policy towards Southeast Asia during the governments of Cristina Fernández (2007-2015) and Mauricio Macri (2015-2019), in the cases of the Philippines, Indonesia, Malaysia, Thailand, Vietnam and Singapore. We considered external and internal conditions that made insertion in developing economies in East Asia attractive, under an axis of diversification towards non-traditional partners. The impact of growth in the economic and trade dimension of these relations was considered as a trigger for the impulse and as a guiding criterion for foreign policy. The implementation of actions in their politicaldiplomatic and economic-trade dimensions took into account content, intensity and target groups, as well as the adjustments and changes that occurred during each administration. These factors explained the configuration of the drive towards Southeast Asia. Although they did not remain unchanged, they remained attractive for Argentina’s insertion during the period. Changes of government and greater economic restrictions did not lead to a resignation from the diversification of partners as a political axis. However, it shifted from a critical and multithematic insertion agenda to an intensification of its economic nuances. Foreign policy towards the region was labelled as an ‘impulse’ for the proliferation of fragmented and discontinuous high-level actions, with a high degree of self-initiative by mid-level officials, guided by economic criteria. However, it is argued that there were continuities at lower levels of foreign policy and contiguities at higher levels that survived the change of government and allow us to speak of an incipient process of policy building. The research proposes a single case study, based on a qualitative methodology that uses exhaustive documentary analysis and key informant interviews. The theoretical framework is based on the contributions of Latin American schools of IR and concepts associated with the analysis of Argentina’s foreign policy. | |
