El estudio aborda el principio de seguridad en la integración ciudadanía y cuerpo policial en
el Municipio de Bello, departamento de Antioquia, Colombia, sobre la base del principio de
seguridad proferido en la Constitución de las Naciones Unidas (1945); en un análisis cualitativo
con enfoque de lege ferenda, se relacionan fuentes comparadas que describen la crisis de
criminalidad en el territorio durante los años 2018 y 2019; por lo tanto, la tesis a demostrar expresa
que durante este periodo la sociedad allí ubicada alcanzó el índice más alto de criminalidad en la
modalidad de acciones de delincuencia organizada y conflicto armado que constituyeron
vulneración del derecho fundamental a la vida; la situación estimuló una estrategia de integración
entre ciudadanía y cuerpo policial para disminuir la violencia como mecanismo alternativo de
protección denominada SEPVEC – Seguridad Policial con Veeduría Ciudadana, reglamentada por
la Ley 850 de 2003 (Congreso de la República de Colombia, 2003).
The study addresses the principle of security in the integration of citizens and the police force in the municipality of Bello, department of Antioquia - Colombia, based on the principle of security set forth in the United Nations Constitution (1945). In a qualitative analysis with a lege ferenda approach, comparative sources are related that describe the crime crisis in the territory during the years 2018 and 2019. Therefore, the thesis to be demonstrated expresses that during this period the society located there reached the index highest criminality in the form of organized crime and armed conflict actions that constituted a violation of the fundamental right to life. The situation stimulated an integration strategy between citizens and the police force to reduce violence as an alternative protection mechanism called SEPVEC - Police Security with Citizen Oversight, regulated by Law 850 of 2003 (Congreso de la República de Colombia, 2003).
