Inversiones de la República Popular de China en el sector minero argentino (2003-2015) : análisis respecto a sus determinantes.

Abstract

En el presente trabajo nos proponemos analizar los determinantes de las operaciones de Inversiones Extranjeras Directas (IED) de la República Popular de China (RPCh) en el sector minero argentino durante el período 2003-2015. En consideración de tal objetivo general, el trabajo se dispone a, en primer lugar, estudiar el marco jurídico -institucional forjado en la República Argentina para la atracción de IED hacia el sector minero; y en segundo lugar, se orienta a analizar el marco político-diplomático y económico que signó las relaciones bilaterales entre la RPCh y la República Argentina en ese período. Para este análisis se trabaja sobre la hipótesis de que la llegada de operaciones de IED provenientes de la RPCh dirigidas al sector minero argentino durante el período 2003-2015 estuvo incentivada por la convergencia de tres factores: la búsqueda de recursos; la decisión de las autoridades nacionales de mantener el marco jurídico- institucional forjado para el sector en el transcurso de la década precedente; y la intensificación de las relaciones político-diplomáticas y económicas entre ambos países durante el gobierno de Néstor Kirchner (2003-2007) y Cristina Fernández (2007-2015).In this paper we intend to analyze the determinants of Foreign Direct Investment (FDI) operations of the People's Republic of China (PRC) in the Argentine mining sector during the period 2003-2015. In consideration of this general objective, the work is prepared, firstly, to study the legal-institutional framework forged in the Argentine Republic to attract FDI to the mining sector; and secondly, it is aimed at analyzing the politicaldiplomatic and economic framework that marked the bilateral relations between the PRC and the Argentine Republic in that period. For this analysis, we work on the hypothesis that the arrival of FDI from the PRC directed to the Argentine mining sector during the period 2003-2015 were stimulated by the convergence of three factors: the search for resources; the decision of the national authorities to maintain the juridical-institutional framework forged for the sector in the course of the preceding decade; and the intensification of political-diplomatic and economic relations between both countries during the government of Néstor Kirchner (2003-2007) and Cristina Fernández (2007-2015).
