Resumen
Gobierno Abierto irrumpe como un paradigma novedoso que se debate actualmente en los ámbitos de las
Políticas Públicas y Académicos, aunque el concepto no es ninguna novedad ya que algunos autores dan al
Gobierno Abierto tanta antigüedad como la propia democracia. Diferentes definiciones de Gobierno Abierto
identifican y hacen hincapié en principios tales como Transparencia, Participación, Colaboración, Rendición de
Cuentas, Acceso a la Información Pública, entre otros. Sus principios son tan inclusivos que muchas veces se
hace imposible alcanzar el potencial de los mismos, por eso se dice que un Gobierno Abierto es un proceso
circular continuo que se reinventa constantemente, sobre todo teniendo en cuenta a uno de sus principales
aliados como ser las Tecnologías de la Información y las Comunicaciones con permanente cambios disruptivos
en la presente era exponencial.
Está aceptado que los Gobiernos Abiertos alcanzan su mayor potencial teórico en los gobiernos locales,
es por eso que el presente trabajo de tesis se enfoca mediante un estudios de caso, en la investigación de la
implementación del Gobierno Abierto en la Municipalidad de San Nicolás en el período 2011 - 2020 y en el
análisis de las acciones y los recursos que las principales coaliciones de actores sociales canalizaron para
movilizar u obstaculizar las iniciativas de Gobierno Abierto implementadas.
Open Government emerges as a new paradigm that is currently being debated in the Public Politics and Academics fields, although the concept is not a novelty because some authors give to Open Government as antiquity ad democracy itself. Different definitions of Open Government identify and empathize principles such as Transparency, Participation, Collaboration, Accountability, Access to Public Information, among others. Its principles are so inclusive that many times it is impossible to reach the potential of them, that is why it is said that Open Government is a circular and continuous process that reinvents itself constantly, specially considering one of its principals allies such as IT (information technologies) and Communications with permanent disruptive changes in the present exponential era. It is accepted that Open Governments reach their maximum theorical potential in local governments, that is why this thesis work focuses on case studies, investigation of the implementation of Open Government in Municipality of San Nicolás in the period 2011-2020, and in the analysis of actions and resources that the principals social actors coalitions channeled for moving or hinder the initiatives of Open Government implemented.
