Resumen
Esta tesis doctoral analiza la formulación de la agenda de cooperación internacional
en ciencia y tecnología de Argentina entre 2007 y 2019, atendiendo a las interacciones entre
la política científica y tecnológica y la política exterior en un contexto semiperiférico. Desde
una perspectiva crítica, la cooperación científico-tecnológica es concebida como un proceso
político-institucional caracterizado por condicionamientos estructurales, definiciones
gubernamentales y dinámicas de interacción entre actores estatales y no estatales.
El trabajo se apoya en un marco teórico que articula el enfoque neogramsciano con
aportes del constructivismo, del Análisis de Política Exterior, del Análisis de Políticas
Públicas y de los Estudios de Ciencia, Tecnología y Sociedad, y adopta una arquitectura
analítica multiescalar que distingue los planos internacional, estatal y de unidad.
Metodológicamente, la investigación combina análisis documental, entrevistas
semiestructuradas y el examen de instrumentos empíricos—acuerdos bilaterales y
participación en programas europeos—, que permiten analizar la intensidad de la interacción
entre el Ministerio de Ciencia, Tecnología e Innovación Productiva (MINCYT) y el
Ministerio de Relaciones Exteriores y Culto (MREC).
La posición semiperiférica de Argentina delimitó márgenes de inserción internacional
y definió el campo de las estrategias posibles. Las diferencias político-institucionales entre los
gobiernos de Cristina Fernández y Mauricio Macri incidieron en las capacidades del
MINCYT y en la agenda de cooperación, sin alterar la estructura del vínculo con Cancillería.
En ese escenario, la interacción limitada entre el MINCYT y el MREC se mantuvo como un
rasgo persistente del período, condicionando la integración de las prioridades
científico-tecnológicas en la política exterior.
Finalmente, la tesis propone lineamientos orientativos para una política de
cooperación internacional en CyT situada, centrados en fortalecer la articulación
interinstitucional, mejorar los mecanismos de priorización estratégica y direccionar los
instrumentos hacia la acumulación de capacidades locales, en consonancia con los desafíos de
un Estado semiperiférico
This doctoral dissertation analyzes the formulation of Argentina’s international cooperation agenda in science and technology between 2007 and 2019, focusing on the interactions between science and technology policy and foreign policy in a semiperipheral context. From a critical perspective, scientific and technological cooperation is conceived as a political-institutional process characterized by structural constraints, governmental definitions, and interaction dynamics among state and non-state actors. The study is grounded in a theoretical framework that combines a neo-Gramscian approach with contributions from constructivism, Foreign Policy Analysis, Public Policy Analysis, and Science, Technology and Society (STS) studies. It adopts a multiscalar analytical architecture that distinguishes between the international, state, and unit levels. Methodologically, the research combines documentary analysis, semi-structured interviews, and the examination of empirical instruments—bilateral agreements and participation in European programs—which make it possible to analyze the intensity of interaction between the Ministry of Science, Technology and Productive Innovation (MINCYT) and the Ministry of Foreign Affairs and Worship (MREC). Argentina’s semiperipheral position delimited the margins of international insertion and defined the field of possible strategies. Political-institutional differences between the governments of Cristina Fernández and Mauricio Macri affected the capacities of the MINCYT and the cooperation agenda, without altering the structure of the relationship with the Ministry of Foreign Affairs. In this context, limited interaction between the MINCYT and the MREC persisted throughout the period, conditioning the integration of scientific and technological priorities into foreign policy. Finally, the dissertation proposes guiding lines for a situated international cooperation policy in science and technology, focused on strengthening inter-institutional coordination, improving mechanisms of strategic prioritization, and directing instruments toward the accumulation of local capacities, in line with the challenges faced by a semiperipheral state.
