Resumen
Full citizenship works when exercised by people through their all citizen rights, which means not only their political rights, but to receive a full education, to healthcare, the rights to work, standard rights, and more. When half of the citizens in a nation haven’t access to the social rights, that the Estate should guarantee, democracy cannot be substantive. When society is structured about work’s world, education certificates become more and more social- valued. The present question is if public university may contribute to reconstruct social integration, democratizing access for social groups traditionally excluded from this level of studies. Admission policies that regulate the entrance at this high level of education by regulating the ratio between qualifications and applications, establish the requirements of average skills for applying students. Is at this point where resides the discussion about High School education as a right or a privilege. The present article tries to lead some of the most important issues about this theme, intending to analyze the “real access” to the university studies, and to characterize the students’ social composition during the actual democracy process in our country, particularly at Buenos Aires University.
