Resumen
Esta tesis tiene como objetivo indagar el proceso de estructuración de políticas públicas de
juventudes en gobiernos subnacionales. Para ello, se toma como caso de estudio empírico la
ciudad de Rosario. La investigación implementa un enfoque de análisis de políticas públicas
y lleva a cabo un análisis diacrónico que abarca desde 1989, considerado el año de inicio de
las políticas de juventud en la ciudad, hasta 2015. La reconstrucción de estas políticas se
realiza mediante la exploración de la institucionalidad estatal, las concepciones sobre
juventud, los paradigmas que sustentan la cuestión juvenil, las orientaciones de políticas, los
actores relevantes y las estrategias de gestión asumidas. Conceptual y metodológicamente,
se desarrolla la categoría de itinerarios de políticas públicas, lo que permite observar las
políticas de juventud desde una perspectiva contextual y situada, y que se consideran como
un cierre de un proceso político, concretamente el proceso de estructuración de políticas. Este
cierre manifiesta un equilibrio o acuerdo transitorio (siempre inestable) que ocurre una vez
que prevalece una determinada postura, argumentación y conceptualización sobre las
juventudes y sus principales desafíos a abordar. Así, la tesis evidencia, a través de la
identificación de itinerarios, que estos no son lineales ni unívocos, reflejando las posiciones
y decisiones del Estado local (en ocasiones en colaboración con otros actores) sobre diversas
y posibles direcciones a seguir. En definitiva, esta investigación contribuye a una mejor
comprensión del proceso político en torno a las políticas públicas de juventud en la ciudad,
resaltando sus continuidades, transformaciones, avances y retrocesos. Además, busca
enriquecer la construcción del campo de estudios sobre juventudes, particularmente en lo que
respecta a sus políticas públicas en el ámbito local, un enfoque aún incipiente en la ciencia
política. De este modo, se pretende fomentar reflexiones que permitan redefinir los enfoques
de políticas que aborden las juventudes, enfatizando el reconocimiento de su heterogeneidad,
diversidad y desigualdad.
This thesis aims to investigate the process of structuring public youth policies in subnational governments. For this, the city of Rosario is taken as an empirical case study. The research implements a public policy analysis approach and carries out a diachronic analysis that covers from 1989, considered the year of the beginning of youth policies in the city, until 2015. The reconstruction of these policies is carried out by exploring the state institutions, the conceptions of youth, the paradigms that support the youth issue, the policy orientations, the relevant actors and the management strategies assumed. Conceptually and methodologically, the category of public policy itineraries is developed, which allows youth policies to be observed from a contextual and situated perspective, and which are considered as a closure of a political process, specifically the policy structuring process. This closure manifests a transitory balance or agreement (always unstable) that occurs once a certain position, argumentation and conceptualization about youth and its main challenges to be addressed prevail. Thus, the thesis shows, through the identification of itineraries, that these are neither linear nor univocal, reflecting the positions and decisions of the local State (sometimes in collaboration with other actors) on various possible directions to follow. Ultimately, this research contributes to a better understanding of the political process around public youth policies in the city, highlighting its continuities, transformations, advances and setbacks. In addition, it seeks to enrich the construction of the field of youth studies, particularly with regard to public policies at the local level, a still incipient approach in political science. In this way, the aim is to encourage reflections that allow redefining policy approaches that address youth, emphasizing the recognition of their heterogeneity, diversity and inequality.
