Resumen
Durante el siglo XXI, el campo de la cooperación internacional acompañó las
transformaciones en el escenario internacional, en paralelo a la mayor relevancia de las
regiones del Asia-Pacífico y de Indo-Pacífico. Sumado a esto, los persistentes
problemas económicos de Japón, las incertidumbres en torno a su liderazgo político y la
desconfianza que muchos países asiáticos continúan teniendo de dicho país marcan el
escenario actual. Es por ello que el objetivo general del presente trabajo es el de
analizar la política exterior adoptada por Japón en la cooperación internacional al
desarrollo con India, Brasil y Kenia entre 2013 y 2019.
Se sostendrá como hipótesis que en las acciones de cooperación internacional al
desarrollo implementadas por el país nipón durante el gobierno de Shinzo Abe se
evidencia una utilización de smart power que obtuvo resultados parciales en Kenia,
negativos en Brasil y exitosos en India en cuanto al cumplimiento de sus objetivos de
política exterior de índole económica.
In the 21st century, the international cooperation field developed along with the international transformations, such as the growing relevance of Asia-Pacific and Indo Pacific regions. In addition, the persistent economic problems of Japan, the uncertainty towards its political leadership and the mistrust that many Asian countries still have of Japan are issues that characterize the current situation. That’s why the main objective of this work is to analyse Japanese foreign policy and international development cooperation in India, Brazil and Kenya between 2013 and 2019. The hypothesis that will be argued in this work is that the international development cooperation activities implemented by the Japanese government during Shinzo Abe’s term show a smart power utilization that obtained partial results in Kenya, negative results in Brazil and was successful in India in order to accomplish economic foreign policy objectives.
