Resumen
La tesis titulada “Racionalidades en disputa. La política de asistencia social en el
Municipio de Rosario, Argentina (1989- 2015)” se inscribe en el campo de los
estudios de política social argentina. Surge de abordar una experiencia particular
para responder al siguiente interrogante: ¿qué fundamentos teóricoepistemológicos subyacen al despliegue de la intervención estatal en el terreno de
la asistencia social?
Para responder, se realiza una aproximación por la historia. Se identifica a la
asistencia social, en Argentina, como un tipo de protección que reenvía a aspectos
específicos del universo de problemas denominados en nuestro campo como
“cuestión social”. La selección, la categorización y el diseño de estrategias de
intervención sobre estos aspectos específicos revela amalgamas de visiones sobre
lo asistencial; con articulaciones cambiantes, pero relativamente estables que
llamamos “racionalidades”.
La tesis aborda el despliegue de las políticas de asistencia social en el Municipio
de Rosario, Provincia de Santa Fe, Argentina, en el período 1989-2015. A través
de la reconstrucción en perspectiva histórico-genealógica de dichas políticas,
analizamos estas racionalidades, apuntando a:
1. Identificar los fundamentos teórico-epistemológicos que las subyacen;
y
2. analizar las consecuencias empíricas sobre el campo de lo socialasistencial.
El trabajo aspira a aportar a la comprensión de las representaciones y los
complejos conceptuales sobre los que se ha desplegado el campo de lo socialasistencial, en un área urbana importante de la Argentina, desde la reapertura
democrática hasta el pasado reciente.
The thesis entitled “Rationality in dispute. The politics of social assistance in the municipality of Rosario, Argentina (1989-2015)” is registered in the field of studies relating to social assistance. It arises from the necessity to respond to the following question: Which have been the theoretical epistemological fundaments on which the state intervention in the field of social assistance was deployed? To answer that question, an approach to the history of social assistance in Argentina is done. Social assistance in Argentina is identified as a kind of protection that forwards to specific aspects of the universe of problems described in our field as "social question". The selection, categorization and design of intervention strategies on these specific aspects reveals blends of visions related to welfare; with changing but relatively stable joints that we call “rationalities”. The thesis addresses the deployment of social assistance policies in the Municipality of Rosario, Santa Fe, Argentina, during the period of 1989-2015. Through the reconstruction of these policies from a historical-genealogical perspective, we analyze these rationalities, aiming to: 1. Identify on which theoretical-epistemological fundaments were the main social assistance intervention proposals based on; 2. Analyze their empirical consequences on the field of social assistance. The essential contribution of this research is to provide a better understanding of the representations and conceptual complexes on which the field of the social assistance has been deployed, in an important urban area of Argentina, from the democratic reopening to our days.
