Resumen
Este trabajo se propone identificar los aportes y desafíos de la implementación de la
Ordenanza de Compra Pública de Innovación en la Municipalidad de Rosario.
Para esto, se pretende conocer el tipo de necesidades que habilitan este procedimiento,
explorar los desafíos que pretenden ser abordados con esta herramienta, realizar una base
descriptiva del objeto de compra, los procedimientos, las exclusiones, la autoridad de
aplicación y conocer la perspectiva de actores institucionales y externos en la construcción y
aplicación de la Ordenanza de CPI.
Se parte de la hipótesis de que la Compra Pública de Innovación es una herramienta
estratégica para adquirir bienes y servicios innovadores, que faciliten la realización de las
actividades gubernamentales de manera más económica, más rápida y con menor impacto
ambiental. Innovar en las formas de gestionar lo público no es un concepto nuevo. Siguiendo
a Grandinetti (2017) hay en los últimos años un cambio de enfoque, desde la búsqueda de la
eficiencia, eficacia y calidad hacia la producción de valor público y la construcción de ideas y
productos comunes.
El interés por esta cuestión está basado en que la pandemia del COVID 19 aceleró las
transformaciones que se venían dando y marcó un “antes” y un “después” en las formas de
relacionarnos, consumir y movernos. En este contexto, el Estado se encuentra en un momento
crucial para transformar sus prácticas y gestionar en una era disruptiva, no solo atravesada
por los cambios tecnológicos sino además por una población descreída de los gobiernos y sus
representantes.
This work intends to identify the contributions and challenges of the implementation of the Ordinance of Public Procurement of Innovation in the Municipality of Rosario. For this, it is intended to know the type of needs that enable this procedure, to explore the challenges that are intended to be addressed with this tool, to make a descriptive basis of the object of purchase, the procedures, the exclusions, the application authority and to know the perspective of institutional and external actors in the construction and application of the Ordinance. It is based on the hypothesis that the Public Purchase of Innovation is a strategic tool to acquire innovative goods and services, which facilitate the performance of government activities more economically, faster and with less environmental impact. Innovating in the ways of managing the public is not a new concept. Following Grandinetti (2017), there has been a change in focus in recent years, from the search for efficiency, effectiveness and quality towards the production of public value and the construction of common ideas and products. The interest in this issue is based on the fact that the COVID 19 pandemic accelerated the transformations that were taking place and marked a "before" and an "after" in the ways of relating, consuming and moving. In this context, the State is at a crucial moment to transform its practices and manage in a disruptive era, not only crossed by technological changes but also by a population that disbelieves governments and their representatives.
