The multiactor and multilevel governance approach focuses on understanding cooperation among entities operating at different levels of government, thereby giving rise to diverse networks of overlapping hierarchies that collaborate in addressing complex problems. Moreover, the study of metropolitan governance makes it possible to conceptualize this phenomenon not only as the constitution of a spatial entity, but also as a tool of political management. Accordingly, the objective of this article is to descriptively analyze the process of formation of the bi-provincial metropolitan area of Confluencia, accounting for the various processes of regional linkage with actorsand events pertaining to the international sphere. The analysis highlights the emergence of collaborative ties among heterogeneous actors, articulated within a collaborative network structured around different forums for collective coordination.
