“Chirleados por el Ludueña”. Las inundaciones urbanas en Rosario durante la década infame. 1931-1940.

Abstract

Entre 1931 y 1940, la zona norte de la ciudad de Rosario fue el escenario de una serie de grandes desbordes del Arroyo Ludueña, que afectaron a una extensa zona del municipio y generaron por lo tanto una movilización en la sociedad rosarina poniendo en marcha acciones individuales, colectivas y también obviamente de los tres niveles del Estado para asistencia de los damnificados, para la reconstrucción del daño y para promover obras que previnieran futuros eventos de este tipo.

El escaso desarrollo de la historia ambiental en la región ha hecho que esas inundaciones y muchos otros eventos similares no cuenten con un registro historiográfico. El artículo presenta un relevamiento de la prensa del período, enumera y segmenta esos eventos, ofrece algunas pistas bibliográficas en la producción científica local y sugiere claves interpretativas para su abordaje, como la teoría de la construcción social del riesgo y la biopolítica, paradigmas que han sido de gran utilidad para el estudio de casos en otros escenarios latinoamericanos.

Between 1931 and 1940, the northern part of the city of Rosario was the scene of a series of large floods of the Ludueña Stream, which affected a large area of the municipality and therefore generated a mobilization in Rosario society, launching individual and collective actions, and obviously also from the three levels of the state to assist the victims, to reconstruct the damage and to promote works to prevent future events of this type.The scarce development of environmental history in the region has meant that these floods (and many other similar events) do not have a historiographical record. The article presents a survey of the press of the period, lists and segments these events, offers some bibliographical clues in the local scientific production and suggests interpretive keys for their approach, such as the theory of the social construction of risk and biopolitics, paradigms that have been very useful for the study of cases in other Latin American scenarios.
