La nueva relación Estado/Sociedad, un estilo de gobernanza y la participación efectiva

Abstract

Este trabajo presenta el resultado de una investigación que fuera encarada con el fin de elaborar la Tesis pertinente para la obtención por parte del autor del grado de Maestría en Gestión Pública. El tema principal indagado parte de que en la actualidad la compleja fenomenología social y la consecuente variedad y cantidad de demandas/necesidades/aspiraciones de la población, no se corresponden con la respuesta de los modelos de Políticas Públicas tradicionales, producidos básicamente por un Estado fisonómica y procedimentalmente burocrático. Asumiendo desde el inicio una mirada instrumental o desde la gestión, podemos decir que esto depende de, entre otros factores, ¿la configuración del Estado presente/responsable? ¿Del tipo de proceso de formulación/implementación de las Políticas Públicas? O también está determinado por el mecanismo/procedimiento que efectiviza la interacción Estado/sociedad? Si se tienen en cuenta todas estas cuestiones, ¿se pueden tomar mejores decisiones? Y con ello, ¿se pueden mejorar las Políticas Públicas en términos de logros obtenidos y su correspondencia con las necesidades sociales? Para responder a estas preguntas recorreremos el estado del arte en materia de los procesos de reforma del Estado como estructura, donde en la actualidad toma relevancia el remozado Espacio Público No Estatal (EPNE), mirando la cuestión desde lo procedimental/organizacional y sin desconocer la dimensión política del asunto, ni de un necesario análisis del cuerpo social para un mirara realmente integral, pero limitándonos a destacar su importancia en cada caso que se crea necesario. Luego plantearemos un enfoque procedimental de las Políticas Públicas que aporta en el sentido funcional que adoptamos, para finalmente dar lugar a la presentación de elementos de juicio sobre los procesos de participación que favorecen la resolución integrada de los problemas que los aquejan. Con ese fin presentaremos y analizaremos tres casos situados en respectivos EPNE, donde se puede estudiar las distintas combinaciones de estos factores, uno el de Parque Avellaneda en la ciudad de Buenos Aires y dos más en la ciudad de Santa Fe, el del Parque Federal y el de la ONG Guadalupe Estratégico actuando en el proceso de impulsión del Parque Norte.This research presents the results of an investigation that was undertaken with the aim of drawing up the Thesis for the procurement, by the author, of the Master in Public Management Degree. The main issue investigated parts from the fact that nowadays the complex social phenomenology and the resulting variety and quantity of people’s demands/ needs/ aspirations do not correspond with the responses of the traditional Public Policy models, basically produced by a physiognomic and procedurally bureaucratic State. Taking from the beginning an instrumental outlook or from the management , we may say that it depends, among other factors, on the configuration of the State present / responsible? The type of process formulation / implementation of Public Policies? Or is it also determined by the mechanism / procedure that makes the interaction State /Society come into effect? If all these issues are taken into account, may better decisions be made? And with that, can Public Policies be improved in terms of achievements and their correspondence with social needs? To answer these questions we will explore the state of the art regarding the Reform processes of State as a structure, where nowadays it plays a major role the renovated Non Govermental Public Space (EPNE – Espacio Público No Estatal), looking at it from the procedural / organizational point of view and neither ignoring the political dimension of the issue, nor an essential social body analysis for a truly comprehensible outlook, but limiting ourselves to highlight their importance only in every case it is believed to be necessary. Then we will raise a procedural approach of Public Policies that contributes in the functional view we adopt, to finally present pieces of evidence connected with the participation processes that favoured an integrated resolution of the problems that afflict them. To this end we will present and discuss three cases sited in different EPNE, where the different combinations of these factors can be studied, one sited in Parque Avellaneda in Buenos Aires city, and another two in Santa Fe city, the Parque Federal and the NGO Guadalupe Estratégico acting in the impulsion process of Parque Norte.
