Este trabajo propone analizar el impacto de la
pandemia de Covid-19 en las dinámicas del
Mercosur. Se parte de dos supuestos: el primero, que el Mercosur como modelo de integración regional presenta un carácter híbrido,
con singularidades propias. El segundo, que la
pandemia acontece en un contexto en el cual el
bloque regional ya se encontraba en crisis. Se
argumenta que el Covid-19 precipitó tanto las
fortalezas como las debilidades del proceso de
integración, acelerando elementos que actúan al
mismo tiempo sobre la reducción o contracción
de la integración regional, pero también sobre la
capacidad de adaptación del bloque. Sostenemos
que se trata de un momento crucial para el devenir del Mercosur.
This paper proposes to analyze the impact of the Covid-19 pandemic on the dynamics of Mercosur. It is based on two assumptions: the first one, that Mercosur as a model of regional integration presents a hybrid character, with its own singularities. The second one that the pandemic occurs in a context in which the regional bloc has already found itself in crisis. It is argued that Covid-19 precipitated both the strengths and weaknesses of the integration process, accelerating elements that act at the same time on the reduction or contraction of the regional integration, but also on the bloc’s capacity to adapt. We maintain that this is a crucial moment for the future of Mercosur.
