El artículo describe y analiza los aspectos organizacionales,
presupuestarios y programáticos desde
la creación del Ministerio de Desarrollo Social de
la Nación (MDS) a fines de 1999 hasta la conformación
del nuevo Ministerio de Salud y Desarrollo Social
en septiembre de 2018. Su propósito es reunir
evidencia para la comprensión de su aporte al gobierno
de la pobreza bajo distintas administraciones
y diferentes escenarios económicos pero con
la continuidad de un importante contingente de
trabajadores con débiles inscripciones al mercado
formal de trabajo y, en consecuencia, excluidos de
la protección social contributiva. En particular, se
analizan las diferentes políticas de transferencias
no contributivas de ingresos desarrolladas por el
MDS mostrando su limitado alcance y la baja generosidad de los montos suministrados. En consecuencia,
el análisis ilustra el modo estatal de gestión
de las poblaciones excluidas de la protección
social contributiva.
The article describes and analyzes the organizational, budgetary and programmatic aspects of the National Ministry of Social Development (MDS) from its creation (1999) until the formation of the new Ministry of Health and Social Development (2018). The purpose of this text is to gather evidence for the understanding of the MDS contribution to the government of poverty under different administrations and economic scenarios but with the continuity of an important contingent of workers with weak registrations to the formal labor market and, consequently, excluded from contributory social protection. In particular, the different non-contributory income transfer policies developed by the MDS are analyzed, showing their limited scope and the low generosity of the amounts provided. Consequently, the analysis illustrates the State management of populations excluded from contributory social protection.
