El presente artículo estudia las iniciativas de acceso a la información pública y apertura de datos a nivel subnacional
en Argentina, entendidas como democratización de la información desde la perspectiva de Estado Abierto. En primer
lugar, se construye y sistematiza información sobre la dimensión de transparencia del Estado Abierto, interpretada como
información pública, apertura de datos y acceso a la información a nivel provincial. En segundo lugar, a partir de esta
información, se propone y calculan los valores de un índice de apertura de la información a nivel subnacional en forma
comparada.
El universo del estudio de este trabajo está formado por las 24 jurisdicciones sub-nacionales de la República Argentina.
Se consideran los tres poderes de las 23 provincias y la Ciudad Autónoma de Buenos Aires (CABA).
Los resultados muestran que la mayoría de las jurisdicciones han avanzado con iniciativas de apertura de información y
éstas se concentran principalmente en el poder ejecutivo, siendo el legislativo el más relegado. De modo comparado sólo
tres jurisdicciones obtienen una calificación de Muy Bueno en el índice, mientras que la gran mayoría de las provincias
(el 46%) se encuentra en una situación Regular y un número mínimo no ha avanzado.
This article studies the initiatives of access to public information and data opening at subnational level in Argentina, understood as democratization of information from the perspective of Open State. First, information on the transparency dimension of Open State is constructed and systematized, interpreted as public information, data opening and access to information at provincial level. Second, based on this information, the values of a democratization of information at subnational level in a comparative way index are proposed and calculated. The universe of the study of this work is formed by the 24 sub-national jurisdictions of the Argentine Republic. The three powers of the 23 provinces and the Autonomous City of Buenos Aires (CABA) are considered. The results show that most of the jurisdictions have made progress regarding information opening initiatives and these are mainly concentrated in the executive power of government, the legislative branch being the most relegated. In comparison, only three jurisdictions obtain a Very Good rating in the index, while the vast majority of the provinces (46%) are in a Regular situation and a minimum number has not advanced.
