Las políticas de asistencia social en Santa Fe durante el primer peronismo (1946-1955)

Abstract

Este trabajo se propone realizar un análisis sobre la institucionalidad, la implementación y las concepciones de las políticas asistenciales en la provincia de Santa Fe durante los años 1946-1955 para poder establecer sus características específicas, sus objetivos y funciones dentro del complejo de políticas sociales provinciales y nacionales. Se reflexiona sobre las formas institucionales que adoptaron estas políticas, pero también se indaga en torno a los debates políticos e ideológicos en las que se legitimaron, los elencos profesionales y políticos responsables de llevarlas a cabo y las características de la burocracia vinculada a su implementación. En paralelo con esta indagación, se sostiene una preocupación por la modalidad de actuación que tuvo la Fundación Eva Perón en la jurisdicción de la provincia. ¿Qué rol cumplió en este territorio? ¿Cuáles fueron sus principales intervenciones? ¿Qué vínculos tenía con las instituciones provinciales de asistencia?This work aims to carry out an analysis of the institutional framework, implementation and conceptions of healthcare policies in the province of Santa Fe during the years 1946-1955, in order to establish their specific characteristics, objectives and functions within the scheme of provincial and national social policies. It thinks over the institutional forms that these policies adopted, but it also investigates the political and ideological debates in which they were legitimized, the professional and political teams responsible for carrying them out, and the characteristics of the bureaucracy linked to their implementation. In parallel with this investigation, there is a concern about the modality of action that the Eva Perón Foundation had in the jurisdiction of the province. What role did it play in this territory? What were its main interventions? What links did it have with the provincial assistance institutions?
