En estos “apuntes” recuperamos
las voces de quienes fueron las
primeras trabajadoras sociales
que comenzaron a desempeñarse
en el ámbito de los centros de
atención primaria dependientes del
Ministerio de Salud de la Provincia
de Santa Fe, particularmente en
lo que refi ere a Rosario durante
el período 2003-2007. Nuestro
punto de partida es poder reconocer
las expresiones de la cuestión
social y sus posibles respuestas.
En ese sentido, establecemos
una relación estrecha entre las
inundaciones en la provincia de
Santa Fe durante el período y el
ingreso de las trabajadoras sociales
en junio de 2003. El Seguro de
Salud Provincial, como programa
focalizado del Ministerio de
Salud fue la herramienta que
encuadró la relación laboral de las
trabajadoras sociales. Analizamos
los espacios particulares del
proceso de trabajo, deteniéndonos
en algunos condicionantes que
operaron para que muchos colegas
renunciaran a sus puestos y que
otros permanecieran en los mismos.
Finalmente, recuperamos diversas
estrategias del colectivo profesional
que desencadenaron en la formación
de la Red de Trabajadoras Sociales
de Salud Provincial y organización
de las Jornadas de Salud como
antesala al reconocimiento de las
trabajadoras sociales en el escalafón
profesional en el año 2010.
In these “notes” we recover the voices of the fi rst social workers, who began to work in the area of primary care centers under the Ministry of Health of the Province of Santa Fe, particularly in regard to Rosario during the period of 2003-2007. Our starting point is to be able to recognize the expressions of the social question and its possible answers. In this sense, we establish a close relationship between the fl oods in the province of Santa Fe during the afore mentioned period and the hiring of social workers in June of 2003. The Provincial Health Insurance, as a focused program of the Ministry of Health, was the tool that framed the employment relationship of the social workers. We analyzed the particular spaces of the work process, especially looking at some conditions that operated in a way, which triggered the resignation of many colleagues and the continuation of others. Finally, we recovered various strategies of the professional collective that unfolded in the formation of the Provincial Health Social Workers’ Network and organization of the “Health Days” as a prelude to the recognition of these social workers in the professional hierarchy in 2010.
