Descripción
El presente trabajo plantea un análisis de las
innovaciones y las continuidades que se implementaron
en el campo de las políticas públicas
de Ciencia y Tecnología (CyT) a lo largo del
ciclo de gobiernos kirchneristas, destacando en
primer lugar que la conformación de una agenda
de temas en el área no fue uniforme en el transcurso
del período 2003-2015.
Se propondrá distinguir entre los sentidos iniciales
de las políticas de CyT (período 2003-2006)
que se desplegaron en medio de un contexto
complejo, y donde las prioridades parecían estar
en otras áreas de gobierno, a lo que le sigue
un ciclo de crecimiento de la inversión y de expansión
del área, concomitante con la decisión
de otorgarle una mayor visibilidad a la vinculación
entre CyT y desarrollo económico (período
2007-2010).
Finalmente, se analizará el ciclo de ajustes sobre
esa idea de crecimiento, que se despliegan desde
el 2010 hasta el final del mandato presidencial, y
que buscan explorar, con distinta suerte, formas
de construcción de gobernabilidad sobre la comunidad
de investigadores, y de orientación del
trabajo científico

Finally, the cycle of adjustments on this idea of growth, which are deployed from 2010 to the end of the presidential term, and which seek to explore ways of building governance on the research community
