[es] Esta Tesis se inscribe en el área temática de la construcción y análisis de
políticas públicas en un contexto académico en el que los debates tienen por
objeto reflexionar sobre aquellos aspectos que, como las experiencias de
concertación sectorial, son constitutivos de la calidad democrática. La generación
de políticas públicas para el sector lácteo –relevante por su producción de bienes
salario– constituye un eje privilegiado de análisis en ese sentido. Específicamente,
esta investigación avanza sobre la construcción de agenda pública para la
problemática láctea en el período 1983-2008, proponiéndose, además, analizar los
ensayos de concertación social que se han derivado de tal construcción. La vasta
literatura consultada, se focaliza en la relación Estado-sector en términos
generales, no específicamente en la consideración de los procesos que dan forma a
las políticas públicas y más particularmente del momento inicial de éstos en
términos cognitivos, es decir, la constitución de dicha problemática como
“socialmente relevante”, así como también las formas de tratamiento que ésta
adquiere en la agenda pública; de aquí el lugar de vacancia que justifica un
abordaje como el que esta investigación sugiere.
A fin de dar cuenta de dicha vacancia, esta Tesis se aborda desde dos
líneas teóricas centrales: la perspectiva de la construcción de agenda y los
enfoques neocorporatistas –considerando la concertación como un mecanismo
institucional central para la resolución de conflictos en contextos democráticos–.
Además, algunos estudios sobre acción colectiva son recuperados para el análisis
de los modos de organización y movilización sectorial. La metodología es
eminentemente cualitativa con fuerte énfasis en el análisis de periódicos y
documentos y la realización de entrevistas en profundidad a informantes clave.
En cuanto a las Conclusiones, esta investigación muestra la relevancia de
considerar, junto a las variables clásicas de los enfoques neocorporatistas –
capacidad del Estado y formas de movilización sectorial– para explicar redes de
políticas, una tercera ligada a la construcción de agenda y sus contextos
circundantes. En este sentido, se analizan tres tipos de concertación: trunca (1983-1990), ausente (1991-2001) y latente (2002-2008).
[en] This Thesis is involved in the thematic area of the construction and analysis of public policies within an academic context in which the debates have as main objective to think about those aspects that, as the experiences of social concertation, are constitutive of the quality of democracy. The generation of policies for a sector like the dairy sector –relevant for its production of salary goods– constitutes the backbone of analysis in this sense. Specifically, this investigation advances in the construction of the public agenda for the problematic of the dairy sector within the period 1983-2008, trying as well to analyze the efforts of social concertation that derive from that construction. The wide variety of literature consulted analyzes in general terms the relation between the State and the sector, and not specifically the processes from which the policy derives, and specially the initial moments of these in cognitives terms, that is to say, the forms of treatment that it acquires in the public agenda; therefore the vacancy that justifies the approach that this investigation proposes. With the aim of coming to terms with this vacancy, this thesis is approached form to central theoretical lines: the perspective of the construction of the agenda and the neocorporatism approaches –considering concertation as a central institutional mechanism for conflict resolution within democratic contexts–. In addition, some studies about collective action are recovered to analyze the ways of organization and sectoral mobilization. On the other hand, the methodology of analysis is essentially qualitative with a strong emphasis in the analysis of newspapers and documents and the realization of interviews in detail to key informers. As regards the conclusions, this investigation shows the relevance of considering, along with the classical variables of the nocorporatism approaches – State capacity and sectoral ways of mobilization- to explain policies networks, a third linked to the construction of agenda and its surroundings’ contexts. In this sense, three types of concertation are analyzed: failed (1983-1990), absent (1991-2001) and latent (2002-2008
