Interpretaciones sobre la cercanía estatal en las áreas socio-asistenciales de dos municipios de la Región Metroplitana de Buenos Aires : sentidos, relaciones y prácticas de los funcionarios políticos, los burócratas de la calle y los sectores asistidos entre 2007 y 2015

En este artículo analizamos discursos y representaciones de los distintos actores sociales, que circulan en diferentes niveles de los ministerios de
Desarrollo Social de CABA y de la Municipalidad de
Avellaneda, entre 2007 y 2015, con el objetivo de observar cómo los involucrados en las políticas
de asistencia –ministros, funcionarios, actores
locales estatales y sectores asistidos− interpretan
la “proximidad” del Estado en las formas de atención sobre la cuestión social.
A partir del trabajo, mostramos que en los últimos
años distintas experiencias municipales de Desarrollo Social mantienen una fuerte preocupación
por la cercanía con los sectores asistidos, movilizando discursos y prácticas específicos en función de las diversas respuestas que ofrecen a esta
problemática. Dicha preocupación no solo forma
parte de la agenda de quienes ocupan cargos altos
y medios de los Estados locales, sino que los sectores asistidos también construyen interpretaciones sobre las formas de asistencia en proximidad.
Anudando agendas de investigación que usualmente suelen presentarse por separado, realizamos una reconstrucción transversal de la proximidad estatal en distintos planos de la vida social
y política Argentina, y avanzamos en la noción de
la trama social de la proximidad estatal: una reflexión que nos permite seguir analizando como
la construcción de cercanía entre gobernantes y
gobernados refiere al resultado de la intersección
de las múltiples interpretaciones y prácticas que
movilizan los diferentes actores sociales y estatales vinculados a la asistencia.
This article analyzes discourses and representations that circulate in the Ministries of Social Development of CABA and the Municipality of Avellaneda between 2007 and 2015, in order to observe how the different social actors involved in the policies of assistance −Ministers, Officials, State Local Actors and Assisted Sectors− interpret State proximity in the forms of attention to the social question. In this article we show that in recent years various municipal experiences of Social Development had a deep concern about its proximity to the assisted sectors, mobilizing specific discourses and practices depending on the different responses offered to this problem. This concern is not only part of the agenda of those who occupy high positions and means of local States, they assisted sectors also constructed interpretations of the forms of assistance in proximity. In this article we investigate research agendas for a transversal reconstruction of the State Proximity in different planes of the social and political life of Argentina. Thus we advance in the notion of the “social fabric” of the State Proximity: a reflection by showing that the so-called State Proximity, refers to the result of the intersection of the multiple interpretations that mobilize different stakeholders linked to assistance.
