La ciudad de Bogotá : entre el “giro a la izquierda” y el “giro a la derecha” en América Latina

| dc.description | Este artículo analiza el caso de Bogotá en el periodo 2002- 2018 teniendo en cuenta las nociones de giro a la izquierda y giro a la derecha en América Latina. Argumenta que tales nociones son insuficientes para dar cuenta de los procesos políticos de la ciudad, y del país, debido a que en este periodo se iniciaron procesos de participación política que han contribuido a que ciertas problemáticas se debatan de manera amplia y que no sean fácilmente reducibles a las expresiones electorales. Se presenta, en primer lugar, una radiografía del comportamiento bogotano en las elecciones presidenciales (2002-2018) y en el plebiscito por el acuerdo de paz de 2016 con el fin de identificar algunas diferencias y similitudes con el comportamiento nacional. En segundo lugar, se hace una contextualización de los resultados de las elecciones para la Alcaldía del periodo 2003-2015, planteando algunas preguntas sobre las decisiones electorales de los bogotanos para su gobierno local, enfatizando algunos elementos sobre el contexto de 2015 que es cuando los partidos de derecha retornan al poder. Finalmente, se identifican temas, discusiones y propuestas de actores sociales en oposición al actual gobierno que permiten controvertir la idea de que los resultados electorales son el reflejo de un nuevo giro a la derecha de la sociedad latinoamericana; al contrario, el artículo concluye que la ciudad, al igual que el electorado de buena parte de la región, se encuentra ante un marco de polarización política que se expresa en distintos conflictos sociales que trascienden el ámbito electoral. | es |
| dc.description | This article analyzes the case of Bogota between 2002 and 2018, considering the notions of the left-turn and the right-turn in Latin America. The article argues that such notions are insufficient to account for the political processes of the city, and the country, because in this period several processes of political participation have contributed to discuss certain issues in such way that are not easily reducible to the electoral expressions. First, the article describes the electoral behavior in Bogota for the presidential elections (2002-2018) and the plebiscite for the peace agreement in 2016 in order to identify some differences and similarities with the national trend. Secondly, it contextualizes the results of the elections for the mayor’s office between 2003 and 2015, raising some questions about the electoral decisions of the voters for their local government, emphasizing some elements about the context of 2015, that is when the right-wing parties return to power. Finally, there are issues, discussions and proposals of social actors framed in opposition to the current government that challenge the idea that the electoral results are the reflection of a new turn to the Right in Latin America. On the contrary, the article concludes that the city, like the electorate of a large part of the region, is facing a political polarization that is expressed in different social conflicts that transcend the electoral sphere. | es |
