En Uruguay, a partir de 2012, se
ponen en marcha nuevos programas
dirigidos a la extrema pobreza.
Se trata de los programas de
proximidad (Cercanías, Jóvenes
en Red y Uruguay Crece Contigo)
los que defi nen como innovaciones
el trabajo de proximidad con los
destinatarios y la interinstitucionalidad
de sus propuestas y, asociado a
esto, un abordaje territorial.
Recuperando la histórica vinculación
entre asistencia y territorio y sus
actuales expresiones, este trabajo
procura analizar la forma en que
el abordaje territorial aparece
conceptualizado y fundamentado
en el diseño de esos programas y
en el discurso de quienes trabajan
en los mismos y las tensiones que
surgen durante la implementación.
Se argumenta que el abordaje territorial
ocurre con desconocimiento de los
procesos de segregación territorial,
expresados —entre otros aspectos— en
desiguales accesos a bienes y servicios.
Esto hace que la interinstitucionalidad
pierda peso en la práctica de los
programas, ganando relevancia, en
cambio, el trabajo con los sujetos.
Esta situación activa un problema
observable en estos programas —y,
en general, de la política asistencial—
referido a la individualización de la
pobreza. Se entiende que la existencia
y los límites de estos programas
deben ser analizados en el marco de
la persistente desigualdad social.
In Uruguay since 2012, new programs aimed at extreme poverty has been developing. These proximity programs (Cercanías, Jóvenes en Red and Uruguay Crece Contigo) defi ne as innovative the work of proximity with recipients and the intersectoriality of the proposals and associated with this, a territorial approach. Recovering the historical link between assistance and territory and its current expressions, this paper seeks to analyze the way in which the territorial approach appears conceptualized and justifi ed within the design of those programs and the discourse of those who work in them as well as the tensions that arise during the implementation. It is argued that the territorial approach occurs while ignoring territorial segregation processes, expressed —among other aspects— through unequal access to goods and services. In consequense, interinstitutionality loses weight in the practice of the programs, while wroking with a target population gains relevance. This situation highlights a problem within these programs —and assistance policy, in general— referring to the individualization of poverty. It is understood that the existence and limits of these programs must be analyzed in the context of persistent social inequality.
