| dc.description | En Argentina, el Poder Ejecutivo es quien gestiona y dirige principalmente los asuntos de política externa. No obstante, el Poder Legislativo también puede ser parte de este proceso superando aquellas visiones de las relaciones internacionales que tienden a poner únicamente el foco de atención en las decisiones que toma el Primer Mandatario en la cuestión. En este artículo se analizan las iniciativas partidarias presentadas en la Cámara de Diputados relacionadas con las actividades de individuos u organizaciones foráneas en el país (1938-1943), para ver si resultaron un obstáculo o fueron un incentivo a las políticas elaboradas por el Ejecutivo con relación al tema. Esta indagación nos permitirá apreciar el abanico de ideas imperante sobre el asunto, provenientes de las principales fuerzas políticas que formaban parte en ese momento de la Cámara Baja. Pero también, evaluar si el órgano Legislativo tomó resoluciones diferentes a las del Primer Mandatario. Estudiamos, por un lado, el modo en que se arribó a una decisión en temas de política internacional y, por otro, la opinión de todos los partidos políticos representados en la Cámara Baja, en el período de mayor expansión de las fuerzas del Tercer Reich. | es |
| dc.description | In Argentina, the Executive is the one who mainly manages and directs foreign policy matters. However, the Legislative Power can also be part of this process by overcoming those visions of international relations that tend to focus only on the decisions made by the President on the matter. In this article, we analyze the parties initiatives presented in the Chamber of Deputies regarding the activities of foreign individuals or organizations in the country (1938- 1943), to see if they acted as an obstacle or an incentive to the policies elaborated by the Executive in relation to the matter. This inquiry will allow us to appreciate the range of prevailing ideas on the subject, coming from the main political forces that were part of the Lower House at that time. But, it will also let us evaluate if the Legislative body adopted different resolutions from those of the President. We study, on the one hand, the way in which a decision was reached on international political issues and, on the other, the opinion of all the political parties represented in the Lower House, during the period of greatest expansion of the Third Reich. | es |
