Reforma universitária no Brasil: o desafio do governo Lula

Resumen
El trabajo revisa la génesis de las dos reformas universitarias implementadas en Brasil, ambas en
el contexto de gobiernos autoritarios; la primera de ellas en la era Vargas y la segunda durante el
gobierno militar inaugurado en 1964. De esta forma busca contextualizar la reforma que se inicia
en el segundo año del gobierno de Lula, la cual se desarrolla en un marco democrático y a través
de un debate abierto y participativo. El autor destaca que en el inicio del siglo XXI Brasil
necesita construir una universidad que se constituya en la expresión de una sociedad democrática,
multiétnica y pluricultural, inspirada en los ideales de libertad, respeto por la diferencia y
solidaridad. Esto es, una institución que se constituye en una instancia de conciencia crítica para
que la sociedad pueda repensar sus formas de vida y sus organizaciones sociales, económicas y
políticas.
The paper revises the origin/genesis of the two university reforms implemented in Brazil, both taken place during authoritarian governments. The first one, being held out along the Vargas era and the second one during the military government of 1964. In this way, the paper tries to contextualize the reform, which starts during the second year of Lula´s government, that is being carried out within a democratic context and throughout an open modality of discussion in which all views were expressed. The author outstands that in the beginning of the XXI c Brazil needs to create a university made up in the expression of a democratic, multiethnic and culturally pluralistic society inspired on the ideals of freedom, respect for differences and solidarity. That is, an institution that provides critical conscience so that society can reconsider its ways of living and its social, economical and political organizations.
