Si bien el concepto de medidas de confianza mutua
(MCM) cobra notoriedad a partir de las discusiones
de seguridad regional y hemisférica en la década del
90’, el mismo no es nuevo, encontrándose antecedentes
incluso en tiempos de la guerra fría. El propósito
de este artículo es analizar los orígenes de las MCM
en el contexto internacional durante el período de la
guerra fría y en el de la posguerra fría, para conocer
los distintos sentidos que el mismo fue adquiriendo en
nuestra región
