¿Contradicciones entre instrumentos de gestión territorial? Notas en torno a dos piezas de normativa urbanística en Santo Tomé (Santa Fe)

El artículo analiza dos ordenanzas actualmente vigentes en la ciudad de Santo Tomé (Santa Fe) que regulan el uso del suelo urbano: una que, vía convenios urbanísticos, plantea el recupero, por parte del Estado local, de la valorización del suelo que generan sus decisiones en materia de regulación urbanística para, en base al mismo, proveer equipamiento colectivo y/o infraestructura que contribuya a una mayor equidad en el desarrollo urbano y a una menor especulación y retención de suelo.La segunda ordenanza permite que organizaciones sociales de la ciudad utilicen en comodato, durante tres años, lotes baldíos (que se valorizan durante ese tiempo), eximiendo a sus propietarios del pago de las correspondientes tasas, no estimulando así una mayor oferta de suelo en el mercado ni el completamiento y densificación de la planta urbana. Tomando estos documentos como fuente de información, la investigación señala la desarticulación,inconsistencia y/o contradicción normativa en la que incurre el Estado santotomesino, la cual, en parte al menos, no contribuye acorregir un crecimiento urbano desequilibrado.
The article analyzes two policies currently in force in the city of Santo Tomé (Santa Fe) that regulate the use of urban land: one that, through urban agreements, proposes the recovery,by the local State, of the appraisal of the land generated by its decisions regarding urban regulation to, based on it, provide collective equipment and/or infrastructure that contributes to greater equity in urban development and less speculation and land retention. The second policy allows social organizations of the city to use vacantland lots (which are valued during that time) on loan for three years, exempting their owners from paying the corresponding fees,thus not stimulating a greater supply of land in the market northe completion and densification of the urban plant. Taking these documents as a source of information, the research points out the disarticulation, inconsistency and/or normative contradiction in which the Santotomian State incurs, which, in part at least, does not contribute to correct an unbalanced urban growth.
