Resumen
Este artículo se propone una puesta en perspectiva
de los veinticinco años de democracia en
el país, a partir de los principios de diferenciación
política que fueron sucediéndose en diferentes
etapas.
Es un consenso casi generalizado la percepción
de que la política argentina sufre la ausencia
de un sistema de partidos que le otorgue previsibilidad
y responsabilidad. Con frecuencia se
plantea la necesidad de una reforma política para
transformar esta situación. Sin perjuicio de la
importancia que puedan adquirir los cambios en
las reglas jurídicas del funcionamiento político,
la perspectiva de este trabajo sitúa en el centro
el concepto de clivaje político, como principio
organizador del sistema político.
A pesar de la grave crisis económica mundial
que pone globalmente en entredicho las certezas
neoliberales, nada asegura que pueda afirmarse
en el país un clivaje en torno al tipo de relaciones
entre Estado y mercado y a la redistribución de
la riqueza.
This paper aims to put into perspective the twenty five years of democracy in Argentine, starting from political differentiation principles which took place in different stages. The perception that Argentine’s politics suffers due to the absence of a party system that gives it predictiveness and responsibility is an almost generalized consensus. The need of a political reform is often stated in order to change this situation. Even though the level of importance that the changes in the legal rules of the political operation may acquire, the point of view of this work centres the concept of Political Cleavage as principle capable of organizing the political system. In spite of the serious world economic crisis which globally questions the neoliberal certainties, nothing assures that a cleavage related to the relationships between state and market, and the redistribution of the wealth can be reinforced in the country.
