En el presente artículo analizamos las principales diferencias entre el Código de Faltas y la
normativa que lo reemplazó a partir de abril de 2016, el Código de Convivencia Ciudadana,
en la Provincia de Córdoba (Argentina). El primero se propuso regular las infracciones para
tender a una mejor convivencia de los cordobeses; pero en la práctica se constituyó en herramienta
de segregación y exclusión, principalmente, de los jóvenes de sectores populares.
En este marco nos preguntamos si el Código en vigencia es una continuidad de su antecesor,
o por el contrario, los cambios introducidos suponen un real avance en la efectivización de
derechos antes postergados. A los fines de comparar ambas leyes recurrimos al análisis de
contenido y al análisis crítico del discurso de la letra de cada uno. Mientras que para analizar
las principales demandas en materia contravencional, recogemos algunas de las expresadas
en el espacio de protesta conocido como la Marcha de la Gorra, en sus ediciones 2014 y
2015, en las ciudades de Córdoba y Río Cuarto, a partir de una etnografía colectiva.
In this paper we analyze the main differences between the Faults Code and regulation that replaced it from April 2016, the Code Coexistence, in Cordoba (Argentina). The first proposed regulating offenses to tend to a better coexistence of Cordoba; but, when put into practice, it became a tool for exclusion and segregation of young people from popular sectors mainly. In this context we wonder whether the Code in effect is a continuation of its predecessor, or conversely, the changes represent a real advance in the effectuation of previously neglected rights. For the purposes of comparing the two laws we resort to content analysis and critical discourse analysis of the letter of each. While analyzing the main demands regarding misdemeanors, we collect some of those expressed in the space of protest known as the March of the Cap, in its editions 2014 and 2015 in the cities of Cordoba and Rio Cuarto, from collective ethnography.
