[es] El presente trabajo analiza la relación entre política
y desarrollo, partiendo de un juicio crítico
a la historia del desarrollo en América latina:
cómo ha sido y es entendido y qué acciones se
han impulsado y se impulsan en su nombre. La
propuesta es reflexionar desde la teoría y la experiencia
latinoamericana.
Hoy el desarrollo genera dudas como proyecto
histórico de validez universal, ya que la realidad
latinoamericana muestra limitaciones y ausencias.
Estamos en una parte del mundo muy
desigual, doliente y las sociedades se preguntan
sobre la validez de los planteos tradicionales y
la posibilidad de adecuarlos a un nuevo tiempo
histórico.
La propuesta son tres tesis que provienen de
una mirada politológica del desarrollo, y desde
América latina, ya que si existe una posibilidad
de resignificarlo, es desde la historia y la realidad
regional. De este modo, el concepto de tesis
supone una reflexión apoyada en evidencias
teóricas y prácticas, desde un pensar situado y
un actuar contextualizado en la experiencia de
pueblos y gobiernos latinoamericanos.
[en] This paper analyzes the relationship between politics and development, starting from a critical judgment of the history of development in Latin America: as it has been and it is understood, and what actions have been driven and are promoted in its name. The proposal is to reflect from the theory and Latin American experience. Today development raises questions as universally valid historical project, being that Latin American reality shows limitations and great needs. We are in a very unequal, suffering part of world, and communities are wondering about the validity of the traditional approaches and the possibility to adapt them to a new historical time. The approachare three theses coming from a political scienceview about development, and from Latin America, because if there is a possibility of re-meaningis from history and regional reality. In this way, thesis concept supposes a reflection supported in theoretical and practical evidences, from a way of thinking situated and contextualized act on the experiences of the people and governments of Latin America.
