Descripción
El propósito de esta Tesis es analizar el Sistema Electoral de la
Provincia de Rio Negro, que fuera modificado en 1988, en el marco de la
reforma de la Constitución Provincial. El Primer Sistema Electoral surge en
la Constitución de 1957 y solo se modificaron algunos artículos mediante la
Ley 2145.
Los ejes que guiaron esta Investigación apuntaron a destacar la
incidencia que tendrá la elección de un Sistema Mixto Segmentado sobre
la conformación del Sistema de Partidos y la representación regional de la
Provincia.
Los criterios fueron adoptados en el Consejo de Partidos, donde
participaron todas las fuerzas políticas, sin embargo, esta resolución solo
favoreció a las fuerzas mayoritarias, provocando que las minorías realicen
Alianzas o Frentes electorales.
A los efectos de la presente Tesis, se adoptó una perspectiva
metodológica cualitativa centrada en el análisis documental. Con respecto
a los documentos que sirvieron de fuentes de información, estos fueron el
Diario de Sesiones –versiones taquigráficas-, Diarios Nacionales,
Provinciales y regionales, entre otros.
The purpose of this Thesis is to analyze the Electoral System of the Province of Rio Negro, which was modified in 1988, within the framework of the reform of the Provincial Constitution. The First Electoral System emerged in the 1957 Constitution and only a few articles were modified by Law 2145. The axes that guided this research aimed to highlight the impact that the election of a Mixed Segmented System will have on the conformation of the System of Parties and the regional representation of the Province. The criteria were adopted in the Council of political Parties, where all the political forces participated, however this resolution only favored the majority forces, causing the minorities to make alliances or electoral fronts. For the purposes of this thesis, a qualitative methodological perspective centered on documentary analysis was adopted. With respect to the documents that served as sources of information, these were the Journal of Sessions - stenographic versions -, National, Provincial and Regional newspapers, among others.
