Este trabajo discute la idea de “construcción de
ciudadanía” que aparece en las experiencias participativas contemporáneas alentadas por los gobiernos locales. Las prácticas que efectivamente se desarrollan en los llamados “dispositivos
participativos” suponen una ampliación, pero
al mismo tiempo una disminución de la noción
de ciudadanía. Por un lado, se trata de pensar la
ciudadanía como activa y en construcción: no
depende de derechos pasivos sino del involucramiento de los ciudadanos. Por otro lado, la
ciudadanía queda asociada a prácticas de gestión
del entorno inmediato, el ciudadano se convierte
en vecino y su actividad ciudadana se identifica
con el reclamo.
This paper aims to discuss the idea of “construction of citizenship” that appears in contemporary participative experiences encouraged by local governments. The practices that are actually developed in the so-called “participatory mechanisms” suppose an enlargement but at the same time a reduction of the notion of citizenship. On the one hand, citizenship is conceived as “under construction”: it does not depend on passive rights but on the involvement of citizens. On the other hand, it remains associated with practices of management of the immediate environment, where the citizen becomes a neighbor and his/her activity is identified with a complaint.
