El presente trabajo establece como objetivo analizar la influencia que la política exterior tiene sobre la participación internacional de los actores subnacionales. En primer lugar, se desarrolla brevemente la articulación conceptual de la política exterior nacional y la participación subnacional, con el objetivo de explicitar la vinculación entre ambas. Asimismo, se propone analizar hasta qué punto los actores subnacionales tienen la capacidad de influir en el proceso de formulación y ejecución de la política exterior del Estado nacional del que son parte. En segundo lugar, se indaga sobre la materialización de la articulación en el caso argentino, y se señalan algunos de los procesos internos y externos que influyeron en el accionar internacional subnacional, con el énfasis puesto en la política exterior de fines del siglo XX y principios del XXI. Finalmente, se establecen las reflexiones sobre el tema anclado en el caso argentino.
The work establishes the objective of analyzing the influence that foreign policy has on the international participation of subnational actors. In the first place, the conceptual articulation of national foreign policy and subnational participation is briefly developed with the aim of making explicit the link between both. Likewise, it is proposed to analyze the influence of subnational actors in the process of formulation and execution of the foreign policy of the national state. Secondly, the realization of articulation in the Argentine case is investigated, pointing out some of the internal and external processes that influenced subnational international actions, emphasizing foreign policy at the end of the 20th century and the beginning of the 21st. Finally, the reflections on the subject anchored in the Argentine case are established.
