Genealogía de la actividad pesquera : notas sobre la emergencia de la actividad pesquera como problema de gobierno

Resumen

En el presente trabajo nos proponemos realizar una genealogía de la actividad pesquera, dando cuenta de las variaciones, continuidades y rupturas que acontecieron en su gobierno en diversos períodos históricos y a qué condiciones esto refiere. Asimismo, será objeto de esta investigación poder observar los mecanismos prácticos a través de los cuales el gobierno de la pesca pudo desplegarse y ejercer efectos de subjetivación sobre los trabajadores pesqueros. De este modo, pretendemos comprender la racionalidad política en la que se han enmarcado las intervenciones y los modos de problematizar la cuestión pesquera en una estrategia general de poder. Es así como el problema de investigación que planteamos se pregunta acerca de la emergencia de la actividad pesquera como problema de gobierno, de qué modo se desarrolla, qué variaciones tuvo, a qué condiciones esto refiere y qué procesos de subjetivación tiene como efecto. Sostenemos que las modulaciones que estas formas de gobierno adquieren se encuentran en línea con transformaciones sociohistóricas y estrategias de poder que apuntan sistemáticamente a lograr acrecentar la subordinación de la actividad pesquera a la lógica de valorización del capital y, con ello, a la conformación y transformación de una fuerza de trabajo acorde. En esta línea, delimitamos tres períodos que remiten a ciertos desplazamientos en torno al gobierno de la actividad pesquera. Un primer período dado por el despliegue del discurso del desarrollo, en los años que siguieron a la Segunda guerra mundial, un segundo período donde la escasez y el problema de lo común, en el marco de planteos neomalthusianos colocan al ‘ordenamiento’ como hito central, desde fines de la década del ‘60 al ‘90 y un tercer periodo dado por el despliegue del discurso del desarrollo sostenible desde la década del ‘90. Estos nudos de problematizaciones remiten a la afirmación de una gubernamentalidad neoliberal y sus modulaciones, que opera sobre y a través de la actividad pesquera con un carácter performativo que, de la mano de diversas tecnologías, constituyen hábitos, formas de actuar, sentir y pensar.
In this Thesis we propose to carry out a genealogy of the fishing activity, giving account of the variations, continuities and ruptures that occurred in his government in various historical periods, and to what conditions this refers. Likewise, it will be the object of this research to be able to observe the practical mechanisms through which the government of fishing could be deployed and exert subjective effects on fishing workers. We intend to understand the political rationality in which the interventions and these interventions have been framed and the ways in which the fishery have been problematized that it cannot be understood if it is not comprehended within a general strategy of power. The research problem that we propose, inquiries about the emergence of fishing activity as a government problem, how it develops, what variations had, what conditions this refers to and what processes of subjectivation it has as an effect. We argue that the modulations that these forms of government acquire are in line with socio-historical transformations and power strategies that systematically aim to increase the subordination of fishing activity to the logic of capital appreciation and, with it, to the conformation and transformation of a commensurate workforce. Along these lines, we delimit three periods that refer to certain displacements around the governance of fishing activity. A first period given by the unfolding of the development discourse, in the years that followed the Second World War, a second period where scarcity and the problem of the common, within the framework of neo-Malthusian approaches, place 'ordering' as a central milestone , from the late 1960s to the 1990s and a third period given by the deployment of the sustainable development discourse since the 1990s. We argue that these knots of problematizations refer to the affirmation of a neoliberal governmentality and its modulations, which operates on and through fishing activity with a performative character that, hand in hand with various technologies, constitute habits, ways of acting, feeling and thinking.
