La integración regional latinoamericana se caracteriza por ser netamente
intergubernamental. Tal es el caso del MERCOSUR, tema abordado en el presente
artículo. Dicha característica no es la única que define al proceso, ya que las sintonías
políticas en los gobiernos de turno de sus dos grandes países miembros, Argentina y
Brasil, también tienen un peso fundamental a la hora de avanzar con el proceso de
integración. En este trabajo se analizarán los logros del MERCOSUR en dos etapas: de
2003 a 2015, caracterizada por la prevalencia de temas sociales, y de finales de 2015 a
2019, con la vuelta a la visión de integración exclusivamente económica. Además, se
reflexionará sobre las implicancias del intergubernamentalismo en las futuras
negociaciones.
Latin American regional integration is characterized by being clearly intergovernmental. This is the case of MERCOSUR, which is the subject of this article. However, this is not the only thing that defines MERCOSUR, since the political attunements in the governments of its two large member countries, Argentina and Brazil, also have a fundamental weight when it comes to moving forward with the integration process. In this article, the achievements of MERCOSUR will be analyzed in two stages: from 2003 to 2015, characterized by the prevalence of social issues, and from the end of 2015 to 2019, with a return to the vision of exclusively economic integration. This article will also reflect on the implications of intergovernmentalism in future negotiations.
