Las reformas económicas
introducidas en China a partir del
liderazgo de Deng Xiaoping trajeron
como consecuencia cambios sociales
profundos así como el resurgimiento
de los valores confucianos como
fundamento de las prácticas sociales
imperantes. La revalorización de
estos principios y valores reverberó
en la configuración de nuevas
doctrinas por parte del Partido
Comunista Chino.
De esta manera, la política
interna y externa china en el Siglo
XXI se verá atravesada por un
conjunto de conceptos de raíz
confuciana, pero reinterpretados
para su adaptación a los tiempos
modernos. Es así que el ámbito
externo de la política china se verá
representado por conceptos tales
como ascenso pacífico o mundo
armonioso que servirán de base para
la consolidación de su poder blando,
afianzando así la posición china en
el sistema internacional.
Una de las consecuencias más
visibles de este nuevo poder blando
constituye el programa incentivado
por la dirigencia china para
establecer Institutos Confucio con el
objetivo de difundir la cultura e
idioma chinos. Sin embargo, la
instalación de estos centros en
Argentina – en un complejo
escenario en el que la educación
pública debe adaptarse a nuevos y
constantes desafíos – pone en jaque
los objetivos nacidos de la Reforma
Universitaria de 1918. Por ello, el
objetivo de este trabajo es analizar
a los Institutos Confucio como una
herramienta de poder blando chino
y el efecto de su instalación en las
universidades argentinas.
The economic reforms introduced in China after the leadership of Deng Xiaoping led to profound social changes as well as the resurgence of Confucian values as the foundation of prevailing social practices. The revaluation of these principles and values reverberated in the configuration of new doctrines by the Chinese Communist Party. In this way, the Chinese internal and foreign policy in the XXI Century will be traversed by a set of concepts of Confucian roots, but reinterpreted for their adaptation to modern times. It is thus that the external sphere of Chinese politics will be represented by concepts such as peaceful rise or harmonious world that will serve as the basis for the consolidation of its soft power, thus strengthening the Chinese position in the international system. One of the most visible consequences of this new soft power is the program encouraged by the Chinese leadership to establish Confucius Institutes with the aim of spreading Chinese culture and language. However, the installation of these centers in Argentina - in a complex setting in which public education must adapt to new and constant challenges - puts in jeopardy the objectives born of the University Reform of 1918. Therefore, the objective of this work is to analyze the Confucius Institutes as a tool of Chinese soft power and the effect of its installation in argentine universities.
