En este trabajo se discute la inserción de las
ciudades en el aparato institucional del MERCOSUR
en cuanto actores activos del proceso
de integración regional. Se debate la evolución
de los mecanismos de participación de esos actores
en la integración regional resaltándose el
rol fundamental de la Red Mercociudades en
esa dinámica. Se presenta una discusión acerca
de las negociaciones para que las ciudades
lograsen esa participación, la reluctancia de
los Estados MERCOSUReños en aceptar dicha
inserción y los resultados obtenidos por los actores
subnacionales hasta ahora. Finalmente,
algunas observaciones y conclusiones acerca de
los problemas de la Red de Mercociudades y de
la inserción de las ciudades como actores activos
en el MERCOSUR son apuntadas
This work discusses the insertion of the cities in the institutional framework of MERCOSUR as active actors in the process of regional integration. It debates the evolution of mechanisms of participation of those actors in the regional integration, emphasizing the fundamental role played by the Mercociudades Network in this dynamic. It also presents a discussion about the negotiations that took place for the cities to achieve such participation, the reluctance of the MERCOSUR Member States in accept the mentioned insertion and the results attained by the subnational actors until now. Finally, some observations and conclusions on the problems faced by the Mercociudades Network and the insertion of the cities as active actors in the MERCOSUR are pointed out.
