En el siglo XXI, el cambio climático ha revertido en su mayor parte la lógica causal del razonamiento sobre las relaciones hombre-naturaleza y sus geografías. Los seres humanos están dando forma a la naturaleza a escala global, y no al revés, afectando
así, la seguridad de los medios de vida, como los recursos naturales y la provisión de
servicios ecosistémicos para el bienestar humano. Sin embargo, la crisis climática y el
cambio climático no constituyen todavía factores de riesgo y de incertidumbre en las
Relaciones Internacionales (RI), ni en el campo de la geopolítica misma. De hecho, la
territorialización de medidas de adaptación al cambio climático como una de las
estrategias ante el riesgo y vulnerabilidad de las poblaciones están escasamente
contempladas.
Por consiguiente, la Geopolítica del Riesgo aparece como un marco apropiado para promover nuevas misiones para la Cooperación Climática internacional y Subnacional, que orienten de manera más adecuada, posicionamientos adaptativos para integrar el riesgo ambiental y la resiliencia de las poblaciones al cambio climático y a la vez, promover la competitividad y la innovación con triple impacto del territorio.
In the 21st century, climate change has largely reversed the causal logic of reasoning about man-nature relationships and their geographies. Human beings are shaping nature on a global scale, and not the other way around, thus decreasing the security of livelihoods, such as natural resources and the provision of ecosystem services for human well-being. However, the climate crisis and climate change are not yet risk and uncertainty factors in International Relations (IR), nor in the field of geopolitics itself. In fact, localization adaptation measures to climate change as one of the strategies to face the risk and vulnerability of the populations are scarcely contemplated. Therefore, the Geopolitics of Risk appears as an appropriate framework to promote new Subnational Climate Cooperation schemes, through problematic and risk missions that guide adaptive positions to integrate the resilience of populations to climate change and, at the same time, promote competitiveness and innovation with triple impact on the territory.
