Descripción
Este artículo analiza el surgimiento de la
tecnología nuclear y su influencia en la arena
internacional. Estudia en especial el impacto
que las aplicaciones bélicas de dicha
tecnología provocaron en las Relaciones Internacionales
a partir de su trágico debut en
Hiroshima y Nagasaki, y su posterior protagonismo
en la llamada “guerra fría”. Luego
se describen los principales esfuerzos cooperativos
de la comunidad internacional
por limitar los usos no pacíficos del poder
nuclear.
En una segunda instancia se efectúa un
breve recorrido histórico de la situación
particular de la República Argentina y el
Brasil indagando sobre los orígenes y desarrollo
de la capacidad nuclear en el subcontinente,
y la tradición de uso pacífico que
se consolidó a partir de fines de la década
de 1970. Finalmente, los esfuerzos cooperativos
entre los dos países más grandes
del Cono Sur son abordados en el contexto
de una paulatina irrupción de indicios
que demuestran a la cooperación nuclear
como un factor determinante en la profundización
de los lazos de confianza entre los
Estados. De este modo, han precedido el
advenimiento de intentos más ambiciosos y
generales como el MERCOSUR y constituyeron
un ingrediente fundamental para la
estabilización de la paz en la subregión
This essay analyzes the origin and development of nuclear technology, and how it influenced the international arena. It studies the impact warlike applications of the new technology caused on the International Relations, starting from the tragic events of Hiroshima and Nagasaki to its further Cold War prominence. Then, it inquires on the International Community cooperative efforts in order to limit the non-peaceful use of the nuclear power. On the second half, it describes the historic timeline of the particular situation in the Argentine Republic and Brasil, analyzing the technical origins and developments of sub-region’s nuclear capacity and how a tradition of peaceful use emerged and consolidated after the 1970´s. Finally, cooperative actions of both nations are studied in the context of the appeareance of signs showing the nuclear cooperation as a key element in the development of trust between both states. This strenghtening of this particular aspect of bilateral relation meant leaving behind conflict hypothesis and even preceeding the irruption of more ambitious attempts such as MERCOSUR. Those elements played a fundamental role in the stabilization and peace of the sub-region
