En este artículo analizaré a la Cooperación SurSur
(CSS) como una modalidad específica del
sistema internacional de cooperación. En esta
línea, intentaré destacar que ante el descenso en
los niveles de Ayuda Oficial al Desarrollo (AOD)
hacia América Latina, los países latinoamericanos
- considerados como Países de Renta Media
(PRM) - han potenciado sus acciones de CSS hacia
países de igual o menor nivel de desarrollo
relativo con el objetivo de compartir experiencias
de políticas públicas exitosas para mejorar la
calidad de vida de la población.
Además, indagaré acerca de las acciones de CSS
de la República Argentina implementadas a través
del Fondo Argentino de Cooperación Horizontal
(FOAR), en países latinoamericanos y
africanos. Finalmente, analizaré la cooperación
técnica en el sector agroalimentario con Haití -
único País de Renta Baja (PRB) de América Latina
- a través de la implementación del Programa
Pro-Huerta.
In this article I will analyze the South-South Cooperation (SSC) like a specific modality of the international system of cooperation. I will try to point that latinoamerican countries - considered as Middle Income Countries (MIC) - have enhanced SSC actions towards countries of equal or lower level of development because of the reduction of Official Development Assistance (ODA) to Latin America. This was in order to share experiences of successful public policies to improve citizens quality of life. I will also inquire about Argentina’s SSC actions implemented through Argentine Found for Horizontal Cooperation in Latin-American and African countries. Finally, I will analyze technical cooperation in agri-food sector with Haiti - the only Low Income Country (LIC) in Latin America -, through implementation of the ProHuerta Program. complement themselves in a political, economic, social and cultural regional bloc, in harmony with nature. Despite this convergence of opinions, the concrete attempts have only result in multiple but weak processes and UNASUR seems not to be an exception.
