El artículo caracteriza la situación laboral de los empleados y obreros municipales en Chile entre 1937 y 1954, periodo de vigencia del primer estatuto administrativo, en el cual se avanza en el objetivo de profesionalizar la burocracia municipal. Frente a las críticas de la época sobre el número y el peso excesivo de los salarios en los presupuestos municipales, se presentan evidencias que dan cuenta de plantas acotadas y bajos salarios. Se analizan además los beneficios laborales que gozan los funcionarios, así como los criterios de reclutamiento, estabilidad y ascenso en los cargos, procedimientos tensionados por la influencia partidista. Las principales fuentes utilizadas son revistas municipales, tesis universitarias, información estadística, memorias de los encuentros gremiales, prensa y documentación de archivo del Ministerio del Interior.
The article characterizes the labor situation of municipal employees and workers in Chile between 1937 and 1954, the period of validity of the first administrative statute, in which progress was made in the objective of professionalizing the municipal bureaucracy. Faced with the criticisms of the time about the number and excessive weight of salaries in municipal budgets, evidence is presented that accounts for limited plants and low salaries. The labor benefits enjoyed by officials are also analyzed, as well as the criteria for recruitment, stability and promotion in positions, procedures stressed by partisan influence. The main sources used are municipal magazines, university theses, statistical information, memories of union meetings, press and archival documentation from the Ministry of the Interior.
