En Argentina, la Ley 23696 de Reforma del Estado (1989) dio lugar mediante la liberalización de mercados, la incorporación de capitales privados y la descentralización de funciones en favor de las provincias, a una profunda transformación del conjunto de las infraestructuras y servicios que estaban hasta entonces, bajo el manejo casi exclusivo del Estado. A más de tres décadas de la reforma que implicó un “cambio de época”, se ha vuelto atrás en la estatización de muchas prestaciones, cancelación de concesiones o reformas al esquema regulatorio en general. Este proceso se revisó en distintas etapas; un primer corte fue hacia fines de los 90, tras los cambios implementados; un segundo tiempo se produce con la crisis del 2001 y la renegociación-cancelación de numerosos contratos, cumplida la primera década de este siglo. Revisar y analizar hoy los impactos desde una perspectiva amplia y mirada crítica permite particularizar en el territorio: logros sociales, inconsistencias, efectos no deseados y expectativas; el objetivo es proponer lineamientos de política sustentados en los hechos
In Argentina, Law 23696 on State Reform (1989) led through the liberalization of markets, the incorporation of private capital and the decentralization of functions in favor of the provinces, among others, to the transformation of all infrastructures and services that were under the exclusive administration of the State. More than three decades after the reform that implied a "change of era", it has gone back in the nationalization of many benefits, cancellation of concessions or reforms to the regulatory scheme in general. This process was reviewed at different stages; a first cut was towards the end of the 90s, after the changes implemented; a second half occurs with the crisis of 2001 and the renegotiation-cancellation of numerous contracts, completed the first decade of this century. Reviewing and analyzing the impacts today from a broad perspective and critical perspective allows to particularize in the territory: social achievements, inconsistencies, unwanted effects and expectations; the objective is to propose policy guidelines based on the facts
