Desde su lanzamiento, dicho Programa ha sido la principal política de desarrollo rural en Argentina, perdurando a través de proyectos de gobierno y modelos de desarrollo marcados por diferentes matices. Desde un abordaje cualitativo, el análisis reflexiona en torno de las principales herramientas del Programa, los actores involucrados y los contextos políticos en las etapas de diseño e implementación, al tiempo que busca responder las preguntas del cómo, por qué, el cuándo y para quién la formulación de esta política pública sectorial. El argumento que estructura el trabajo sostiene que el Programa Cambio Rural ha sido y continúa siendo una herramienta política de contención, ante la dinámica productiva hegemónica del agronegocio, que ha nacido (y renacido) al calor de crisis coyunturales propias de su contexto político y económico.Through the analysis of Cambio Rural Programme between 1993 and 2015, this paper discusses the public policies designed in the context of specific and different models of economic development. Since their launch, Cambio Rural has been the main policy of rural development in Argentina, lasted across different government projects and development models sharped with different shades. From a cualitative approach, this analysis reflects about the Programme´s characteristics, the different actors that participate and the political contexts in the design and implementation phases. At the same time, this paper seeks to answer questions related to: how, why, when, and for whom this policy was created.
