Los descalabros macroeconómicos nacionales, la deuda externa y el estancamiento mundial se combinaban en un conflictivo proceso que limitaba el margen de acción del primer gobierno postdictatorial (1976-1983). Aunque es conocido que, en términos económicos, el alfonsinismo se replegó durante la mayor parte del gobierno al control de la inflación, en este trabajo se recupera el programa Bases para la regionalización del Plan Nacional de Desarrollo, Norte Grande 1988-1991. El mismo, fue formulado por la Secretaría de Planificación Económica a cargo de Bernardo Grinspun (1985-1989) y dirigido a la región denominada Norte Grande que abarcó a las provincias Catamarca, Corrientes, Chaco, Formosa, Jujuy, Misiones, Salta, Santiago del Estero y Tucumán. Especialmente, ponemos el foco en la caracterización regional, los objetivos de desarrollo y los proyectos de inversión pública en sectores estratégicos. Según sostenemos, dicho programa de planificación económica constituyó una iniciativa política y económica de raíz democrática destinado a alcanzar un mayor bienestar socioeconómico del Norte Grande y avanzar en una estrategia de integración regional y latinoamericana.The government of Raúl Alfonsín (1983-1989) faced multiple difficulties at the national, regional and international economic level. National macroeconomic disasters, external debt and global stagnation combined in a conflictive process that limited the scope for action of the first post-dictatorial government (1976-1983). Although it is known that, in economic terms, Alfonsinism retreated during most of the government to controlling inflation, in this work the Bases for regionalization program of the National Development Plan, Norte Grande 1988-1991 is recovered. The same was Norte Grande 1988-1991 (hereinafter, PNDN) formulated by the Secretariat of Economic Planning (hereinafter, SP) under Bernardo Grinspun (1985-1989) and directed to the region called Norte Grande that covered the provincesCatamarca, Corrientes, Chaco, Formosa, Jujuy, Misiones, Salta, Santiago del Estero and Tucumán. Especially, we focus on regional characterization, development objectives and public investment projects in strategic sectors.
