Esta problemática involucra a toda la humanidad por ello necesario adoptar medidas de alcance global. En este sentido, el cambio climático forma parte de la agenda ambiental internacional desde la década de 1980, momento en el cual se celebraron conferencias internacionales y se creó el Panel Intergubernamental de Expertos sobre Cambio Climático (IPCC, por su siglas en inglés) en 1988, a propuesta de la Organización Meteorológica Mundial (OMM) y del Programa de Naciones Unidas sobre Medio Ambiente (PNUMA).
