Los años analizados constituyeron un momento particularmente intenso en la vida del organismo, ya que fue una etapa de importantes transformaciones territoriales y urbanas en donde el MOPBA operó como un verdadero instrumento de intervención estatal. Para ello, debió ampliarse y especializarse, a fin de cubrir con las expectativas generadas por nuevos temas y preocupaciones que ingresaban en las agendas de gobiernos, tanto radicales (1917-1930) como conservadores (1930- 1943). El foco está puesto en agencias clave del ministerio, es decir, aquellas que direccionaron la atención de las políticas y acciones del organismo en los distintos momentos históricos. Nos referimos a las reparticiones dedicadas a las obras de comunicación (viales y ferroviarias) y a las obras urbanas y arquitectónicas. El abordaje se realiza a partir de tres ejes estrechamente vinculados entre sí. El primero, examina las reformas del Estado impulsadas tanto por los gobiernos que propiciaron la expansión y especialización de las distintas agencias que componían al organismo. El segundo, analiza la expansión de la burocracia técnica, a partir de la incorporación de nuevos profesionales a las agencias (especialmente ingenieros). El tercero, recorre las variaciones en la agenda estatal con hincapié en los temas que incidieron en el diseño organizacional del ministerio y en la política y sus actores como definitorias de gran parte de ella.The article inquires on the transformations of the Buenos Aires provincial State apparatus between 1917 and 1943, focusing on the Ministry of Public Work (MOPBA). The analyzed years were part of a particularly intense moment for the State agency, since it operated as a true state intervention instrument in the deep territorial and urban transformation of the period. To that end, it had to be expanded and specialized, in order to respond to the expectations generated by the new issues and concerns that were being brought up in both the radicals (1917-1930) as well as the conservatives (1917-1930) government’s agendas. The article focus is placed on the key agencies of the ministry, that is, those that addressed the interest of public works and the State actions in different historical moments: particularly the departments that dealt with communication works (roads and railways), and urban and architectonic works. The article approach takes into consideration three closely linked axes. The first one analyzes the State reforms driven by the governments that propelled the expansion and specialization of different agencies that were part of the Ministry. The second one, analyses the expansion of technical bureaucracy, starting at the incorporation of new professionals to the agencies (especially engineers).
