2019-11-072019-11-0720172422-7803http://hdl.handle.net/2133/16767Algunos analistas de las políticas de ciencia, tecnología e innovación (PCTI) resaltaron la relevancia que tuvieron los organismos internacionales en la creación de instituciones e instrumentos en América Latina y el Caribe (ALC). Este trabajo analiza el papel que jugó el Banco Interamericano de Desarrollo (BID) en las PCTI que intentaron que Argentina construya un Sistema Nacional de Innovación durante los años noventa. A partir del caso de estudio (el Programa de Modernización Tecnológica I), Argentina se constituyó en el principal tomador de créditos del BID de ALC para fi nanciar CTI. Este trabajo utiliza desarrollos conceptuales recientes del campo conocido como estudios sobre expertos en políticas públicas. En particular, se aplica el concepto de redes de asuntos para analizar el entramado de relaciones e interacciones entre agentes, instituciones y marcos cognitivos involucrados con los grupos de expertos en un campo de políticas públicas. Se concluye que, en las redes de asuntos se producen procesos de circulación de conocimientos, recepción y además reelaboración de los mismos. Y esos procesos tienen consecuencias en la construcción de las agendas de las PCTI.Some analysts of policies on Science, Technology and Innovation (PSTI) highlighted the relevance that international financial organizations have had on the creation of institutions and instruments in Latin-America and the Caribbean (LAC). This study analyzes the role played by the Inter-American Development Bank (IDB) in the PSTI that tried to build a National Innovation System in Argentina during the nineties. Because of this policy (Technology Upgrading Program I), Argentina became the principal IDB’s loan taker of ALC to finance STI. This study uses recent conceptual advances on the field known as ‘studies about experts on public policies’. In particular, it applies the concept of ‘issue networks’ to analyze the framework of relationships between agents, institutions and cognitive frames involved with groups of experts on a public policy thematic. It concludes that in issue networks occur processes of knowledge movement, reception and also re-elaboration of them.
