Transformaciones del estado, capacidades estatales y desarrollo productivo industrial : el caso de la provincia de Santa Fe en el período 2000-2013

Resumen
Este trabajo de tesis aborda el papel del Estado en la construcción del desarrollo
productivo industrial, específicamente se centra en la constitución de los Estados
subnacionales/regionales como actores relevantes –en articulación con las otras
instancias estatales- en su definición e implementación. Ello se realiza a partir del
examen de las capacidades estatales en un estudio de un caso, la provincia de Santa Fe,
en el período 2000-2013.
Desde una propuesta teórica y metodológica que considera los cambios del sistema
capitalista, las transformaciones funcionales y escalares del Estado y las condiciones y
requisitos para llevar adelante una estrategia de desarrollo, se estudia a las capacidades
estatales en una instancia estatal regional, en el marco de la multiescalaridad, a partir de
dos componentes. El componente institucional que incluye las variables de autonomía
(en una triple dimensión que contempla la capacidad operativa y técnica, las fuentes
conceptuales de las políticas públicas y la capacidad y autonomía financiera) y
nodalidad horizontal. El componente escalar, por su parte, refiere a la modalidad de
organización y vinculación entre las escalas estatales regionales y la nacional en la
construcción e implementación de una estrategia de desarrollo centrada en lo
productivo-industrial.
Los resultados de la base empírica del estudio dan cuenta de la no constitución del
Estado santafesino como un actor dotado de capacidades para incidir y direccionar un
proceso de desarrollo productivo industrial en el periodo bajo examen. Ello se reflejó en
el debilitamiento de las estructuras estatales provinciales específicas, en la traslación
acrítica de nociones conceptuales, en la pérdida de relevancia presupuestaria de las
mismas y en la fragmentación organizativa y operativa. La no centralidad de la temática
industrial a nivel provincial también se manifestó en la articulación escalar con la
Nación, donde se presenta una situación de mutua desconsideración en la formulación
de estrategias e iniciativas como en la implementación de las diversas políticas, en
donde la Nación actúa sin vinculación con el Estado provincial. Por su parte, éste se
limita asumir un papel residual y reactivo, renunciando a las posibilidades de generar
transformaciones en el sistema productivo y de constituirse como un actor central en la
generación/construcción del desarrollo
This dissertation deals with the role of the State in shaping the productive industrial development. Specifically, it focuses on the constitution of regional/subnational States as relevant actors -articulated with other State agencies- in the definition and implementation of the aforementioned development. For this purpose, the State capacities are evaluated in a case study of the province of Santa Fe, in the period 2000- 2013. A methodological and theoretical approach that considers the changes in the capitalist system, the State functional and scalar transformations and the conditions and requirements to adopt a development strategy is employed. Using this approach, the State capacities are analyzed at a regional level, within the frame of multiscalarity, considering two components. The institutional component includes the variables regarding autonomy (in a threefold dimension that considers the technical and operating capacity, the conceptual frameworks of public policy and the financial capacity and autonomy) and horizontal nodality. On the other hand, the scalar component refers to the modality of organization and linkage between the regional state scales and the national one in the shaping and implementation of a development strategy focused on productive-industrial activities. The empirical based results of the study account for the non-constitution of the State of Santa Fe as an actor endowed with capacities to influence and direct a process of productive industrial development during the analyzed period. Such non-constitution has been mirrored in the weakening and loss of relevance in the budget of specific provincial state structures, in the uncritical change of conceptual notions and in the organizing and operating fragmentations. The fact that industry was not a central issue at the level of the province was also shown in the scalar articulation with the national State. There is a mutual disregard for initiatives and strategy formulation as well as for the implementation of different policies, where the national State acts without links with the provincial State. In turn, the latter restricts itself to assume a residual and reactive role, refusing the possibilities to generate changes in the productive system and to constitute itself as a principal actor in shaping/fostering development
