This thesis is based on previous research experiences related to the problematic of rurbanity. Groups of large families living in different geographic coordinates making a living of various informal activities, which are carried out with the help of chariots and horses. That is, relying on instruments and using knowledge, skills and experiences that refer more to rural than urban, and this is conceptualized as rurbanity. Its presence in the cities, at the same time, expresses tensions of meanings of the current social order. That is, of the set of principles and values that guide the actions and social relationships, and suggests that reality is one way and not another. In this context surrounding the rurbanity, our research aims to understand how the social order affecting such actors in a modern urban context, is produced, reproduced and discussed. The studied case is located in the city of Rio Cuarto, and the observed tensions are the outcome of analyzing the divergence between the conceptions, on which certain public policies are argued and therefore promoted, and the conceptions and experiences of those affected by the former, starting from three milestones comprised in the period of 1960 to 2010. The approach proposed is based on the social memories as texts that allow us to discuss the conceptions of order through the circuits of culture. These are presented as a theoretical model that articulates milestones – meaningful events-, supports, actors and tensions of contents that live in the social memories. Our initial suspicion is based on the fact that the legitimacy of order is disputed culturally through the circulating senses, but only the whole circuit view allows understanding the way that principle and conceptions associated to the urban modern order are discussed or reaffirmed
